Forest Service Employee Attendance

Subject: Official Attendance at Tim Hart's Memorial Ceremony

Ceremonies to honor the contributions of employees who die in the line of duty are an important tribute to the deceased and their family. The Forest Service’s intent is to conduct these activities honoring our fallen firefighter with due respect. This letter provides guidance regarding time and attendance status for employees who are attending the memorial ceremony honoring Tim Hart as official representatives of the Forest Service.

Who Can Attend
The ceremony will be held at Cody High School, 920 Beck Avenue, Cody, Wyoming 82414, Saturday, June 12, 2021 at 11:00 am. Employees attending as official agency representatives are authorized salary and travel expenses, if needed. All Northern Region Smokejumpers and Custer-Gallatin National Forest employees are approved to attend as official agency representatives as approved by their supervisors.

Additionally, each Forest and Grassland in Region 1 is approved to send up to three official representatives, with a focus on those who knew and worked with Tim. Forest and Grassland Supervisors should provide the names of those representatives to Kelly Dickinson, (kelly.dickinson@usda.gov) by noon, Wednesday June 9th.

Uniform
Proper appearance of the Agency uniform, or approved crew duty attire by all crew members, conveys a sense of unity among the coworkers and Agency representatives attending a ceremony. Unless otherwise specified, Forest Service employees attending formal services should wear a complete agency uniform (clean, pressed, and properly fitted).

The field uniform with long or short sleeves (no tie) is the approved uniform for this event; dark green Nomex is the preferred pants. Crewmembers are allowed to wear their crew colors if so desired.

Pay
Employees attending as designated agency representatives should code their T&A as follows: • Employees who normally charge to WFSE and are attending the memorial as official Forest Service representatives should charge their base 8 time as they normally would to WFSE and any potential travel to WFSU4321 1325 • Employees who normally charge to S&E codes other than WFSE and are attending the memorial as official Forest Service representatives should charge all their time and any potential travel to WFSU4321 1325.

Overtime
The ceremony does not meet the criteria for the overtime pay provision (Public Law 106-558) and coding with prefix 11 is not permitted. Other Forest Service employees, who are not designated as official agency representatives, are encouraged to watch via livestream (see enclosure) or attend at their own expense.

To honor the family’s wishes, the focus of attendance at the memorial will be the family members, close friends, smokejumpers, and others from the fire community.

It is important that as we honor Tim in Cody, we also honor him by remaining prepared to perform our mission. Those who cover their stations in a state of readiness on Saturday will also be honoring Tim by doing so and looking after each other.
